Does anyone have any suggestion for pirate NPC mining fleet for a solo miner? Their emergency response fleet have been a problem...

Better to avoid them. Enable blind mode + avoid during blind mode. When bot started, switch to avoid overview preset (4th afaik) and clear all selections or se3lections you don't want to avoid, then add those mining ships to preset and save. To save new settings in eve pilot use tools->eve setting operations option

Bot will mine and periodically monitor if mining NPC appeared in overview and switch belt.
