I have 2 miners and one looter running in Hi-Sec.
The looter will warp to Miner #1 as soon as it dumps a can but Miner #2 will dump several cans and the looter won't warp to it or acknowledge it in any way. I set both my miners as described in the help manual.

Does looter in your example use selected tank? If so, your second miner should also be in a group with tank and mine in the same belt with tank. Need the same set of bookmarks for miners and looter. Looter may have 300km bookmarks to warp to a can from this bookmark. If you think you made everything correct, send me screens of your settings.
