Hello it seems like the paypal is not working and the other services are all Russian. I would like to purchase a licence but cant due to the payment method constraints.

I am working on additional payment methods via tinkoff bank and bitpay. But this will take time (between 1 and 2 weeks).
p.s. PayPal works again
