Ok so I set my PC time to 24hr UTC/GMT time, or as it says Coordinated Universal Time. The times match between EVE and the computer, so it's ok to set all the timers accordingly right? btw i shut off daylight savings time option.

Better if you set London's timezone, then sinchronize with London's time and enable daylight offsets. I did not check timers with standard annual UTC+0 time. Probably should also work.
