Standard trader can if you define citadel as [StationID,SystemID,RegionID] in order installer tables

Did you use standard trader? Page 1, Page 2. To get Station ID, system ID and region ID you can create one order and export personal market orders to a file. In this file you may find all the info about location IDs.
