Для VMWare Workstation есть менеджер виртуалок и руководство. Он может запустить одну виртуалку и остановить перед этим другую. Можно настроить по часам или можно настроить по времени работы каждой виртуалки, когда они запускается как группа и должны друг друга сменять круглосуточно.
