Is it possible for the bot to not accept missions that drop standing of other factions?
An example would be if I wanted to keep my Amarr standing and boost my Gallente standing but some Gallente storyline missions drop Amarr standing

This is impossible. As soon as you get standing up to Gallente you will get standing down to Amarr/Caldary as enemy factions. The only neutral faction is Interbus.
but some Gallente storyline missions drop Amarr standing What storyline Gallente missions don't change Amarr standings? I am intrigued

ok im not sure about the trade/courier storyline missions but some security missions arent dropping the standing of other factions

Regular missions don't change faction standing on completion. If you complete storyline mission you will have faction standing reset (up or down) to all not neutral factions. If you do series of missions marked as storyline, only last mission is changing faction standing.
