Итак, мне бы хотелось бы иметь возможность запускать программу на Windows 2019/2022/11

На винде 11 работает, остальные не проверял. Ставь .Net Framework 4.5.2 проверяй.

Get-WmiObject -class Win32_OperatingSystem | select Caption
